The property owner does, under the rules of the local water system. A backflow assembly keeps water that has been inside your building's piping from flowing back into the public supply. Cities set their own requirements. Saratoga Springs, for example, allows no cross connection without a backflow prevention device, and the owner must have the assembly tested every year (source).
