Tooele City's 2025 report says the city also runs on groundwater, from one spring and fourteen wells. It lists total dissolved solids of 264 to 652 ppm and no hardness figure (source). The property owner is. Tooele City says property owners are responsible for the installation and maintenance of their sewer lateral, from their home to the connection into the sewer main line in the street. The city takes care of the main lines. It also names a cause of backups: animal and vegetable fats poured down sink drains, which congeal and block laterals and mains (source). Other towns and districts in the county set their own rules, so check with yours. If sewage is backing up, keep people and pets away from it and stop running water. A backflow preventer keeps water that has sat in sprinkler lines, with whatever is on the lawn, from flowing back into the water you drink. Its seals and springs wear, and it can crack if it freezes.
