Cities we serve in Davis County

We work in nine counties. Not sure if we reach you? Call and ask.

Where does Davis County's water come from, and how hard is it?

Weber Basin Water Conservancy District serves Davis County. Its 2025 report says the hardness of its water can range from 10 to 18 grains per gallon, or 171 to 308 parts per million (source). Layton's 2025 report says the city uses groundwater from its own wells in the Delta Aquifer and water bought from Weber Basin, and that you may receive a blend, depending on the time of year and where you live in the city (source). Layton's report lists no hardness figure of its own. The U.S. Geological Survey calls water very hard above 180 mg/L (source), so the top of Weber Basin's range is very hard water. The District tells customers to check softener settings regularly. We test at your tap, then set or size the water softener to that number.

What do heavy storms mean for basements in Davis County?

A summer storm can put a lot of water on the ground in a short time. On August 3, 2015, heavy rain flooded roads and parking lots in Layton, Farmington, and Kaysville (source). Water that rises from below is a separate problem. The Utah Geological Survey says shallow groundwater can flood basements and damage buried utility lines (source). A sump pump handles water that reaches the footing. A battery backup keeps it running when a storm takes out the power. When the yard itself holds water, a French drain carries it away before it reaches the house. If water is already in the basement, stay out of standing water, and shut off power at the breaker only if you can reach it from a dry spot.

Who is responsible for the water and sewer lines to my house in Davis County?

Layton publishes its rule, and both lines belong to the owner. Layton says the homeowner is responsible for the water line from the meter to the building, under Municipal Code 13.08.030, and for the sewer lateral from the connection to the sewer main in the street to the building, under Municipal Code 13.12.025 (source). That means the owner's sewer line runs all the way to the main, under the street. Layton also says tree roots can enter a lateral through joints or cracks, and that work on a lateral in the public right-of-way must be inspected by its Public Works Department. Other cities and sewer districts set their own rules, so check with yours. If sewage is backing up, keep people and pets away from it and stop running water. A sewer camera inspection shows whether the line needs cleaning or sewer line repair.

What should I know about secondary water in Davis County?

In parts of Davis County, yards are watered from a second, untreated system. Layton says secondary water is used in many areas of the city, and that three companies provide it (source). Weber Basin says secondary water is untreated and unfiltered, and encourages residents to install a filter. Where a meter is installed, the resident's responsibility for repairs begins immediately downstream of the meter. The District also asks that systems be drained for winter (source). If your sprinklers run on drinking water instead, Layton requires a separate backflow preventer on the sprinkler system (source). State rule says backflow assemblies shall be tested at least once a year by a certified tester (source). We do backflow testing for homes and businesses.

How cold does it get in Davis County, and how old are the homes?

Cold enough to freeze a pipe on most January nights. The 1991–2020 climate normals for the Farmington weather station show a normal January low of 21.5°F, and an average of 28.6 January days with a low at or below 32°F (source). A hose left on an outdoor faucet, or a pipe in an unheated crawl space, can freeze and split. The leak shows up when it thaws. The Census Bureau's 2020–2024 estimates put the median year built at 1993 for Davis County (source) and 1973 for Bountiful (source). In an older house, pressure that has dropped over the years or pinhole leaks in more than one place are reasons to look at the supply pipe. See leak detection and repiping.
